Washington—Today, U.S.Congressman Lloyd Doggett was presented with the Child Welfare League ofAmerica's Advocate of the Year award for his work on behalf of children asRanking Democrat of the Human Resources Subcommittee. Specifically, theLeague praised his work on the Protect Our Kids Act, a new law to establish anational commission to develop recommendations to reduce child abuse andneglect.

Early childhood education is not just a policy for my family, it is a tradition. My wife Libby was a first grade bilingual teacher before becoming a national leader in pre-k education.

Currently, she connects some our most vulnerable families to a range of services to better ensure their children are healthy and prepared for school and life. My daughter Cathy is also a leader in early childhood education.

Investing in education is the key to keeping Texas and America on the cutting-edge and competitive.

[Remarks as prepared for delivery follow below]:

Mr. Speaker, I believe in the value of work. I voted for the 1996 welfare law because I supported moving people from welfare to work. Our laws should foster job creation. In this important effort, today's bill is not so much malevolent as irrelevant to those poor people.

Because of the way the TANF program is currently structured, only about one percent of the working-age adults across America who are poor are participating in TANF work activities.
