House Passes Doggett Bill to Ban Russian Oil, Expel Russia from WTO, & Hold Human Rights Abusers Accountable

Washington, D.C. – Last night, the Suspending Energy Imports from Russia Act, introduced by U.S. House Representative Lloyd Doggett (D-TX), Chair of the Ways and Means Health Subcommittee, with U.S. Representative Earl Blumenauer (D-OR), Chair of the House Ways and Means Trade Subcommittee, passed the House of Representatives in a 414 – 17 vote—a resounding show of congressional unity with the Ukrainian people and resolute determination to isolate Russia economically following Putin’s vicious invasion of Ukraine. This legislation will ban Russian energy imports, press for Russia to be expelled from the World Trade Organization (WTO), and hold human rights abusers accountable. It now awaits Senate action.

During debate on the bill, Rep. Doggett urged his colleagues to stand with Ukraine and support this legislation. He said, “In the face of death and destruction, President Zelensky and the Ukrainian people have been showing the world the true meaning of courage. While the most immediate need is for immediate military equipment, we can respond tonight by taking another step to isolate Russia from the world economy and ensure that Americans are no longer contributing the revenue to fund his war machine. To take energy out of Putin’s brutal assault, we put energy on our sanctions list.”
